When you open that blue notice from the county, it might feel like you just have to pay what they say. But in Texas, the law says you have the right to make sure the value is fair.

In 2023, all the property in Harris County was worth a lot of money. The county uses computers to guess what your home is worth. Computers are smart, but they don't know if your roof is leaking or if your neighbor's house is much nicer than yours.

Before you start, you need to know three numbers on your notice:

How your taxes are figured out

Your tax bill comes from many places. This includes your school, the city, and the county. They all set their own rates.

The math is easy: (Taxable Value / 100) x Tax Rate = Your Tax Bill.

If you lower the value of your home, you lower your bill. This money goes to schools, police, and fixing roads.

Why you should protest

If you think your home's value is too high, you are not alone. In 2023, over 529,000 people protested. The results were great:

  • Most people who did a simple protest won.
  • Most people who went to a big meeting won too.
  • Homeowners saved over $1 billion in 2023.

Most mistakes happen because the county uses computers to guess values. Maybe they think your house is bigger than it is. Protesting is the only way to fix these mistakes.

Important Dates and How to File

You must be on time. If you miss the date, you cannot save money this year.

The big date to remember is May 15. This is the last day for most people. If you get your notice late, you have 30 days to file. Don't wait until the last minute!

You can file your protest in three ways:

  1. Online: Use the iFile system. This is the fastest way.
  2. By Mail: Send your form to the county office. It must be mailed by May 15.
  3. In Person: Drop it off at the office on Northwest Freeway.

Using the Online System

Many people use the online system because it is easy. You will need the account number and the code from your blue notice.

Once you are in, you can send your protest right away. You can also see if the county offers you a lower value online. This is called iSettle.

What to put on your form

You don't need to be an expert to fill out the form. You just need:

  • Your name.
  • Your address.
  • A note saying you don't like the value.

How to Win Your Case with Proof

Starting the protest is the first step. To win, you need proof. You cannot just say your taxes are too high. You have to show why the value is wrong.

Finding proof for your protest

There are two main ways to win:

  1. Market Value: Show that your house would not sell for the price the county says. You can show what other houses nearby sold for.
  2. Unequal Value: Show that your house is valued higher than other houses like yours in your neighborhood.

You should ask the county for their "Evidence Package." They have to give you the data they are using for free. Look at it closely! If they compared your house to one with a pool, and you don't have a pool, you can win.

Protesting because of damage

This is a great way to save money. The county thinks your house is in good shape. If it is not, you need to show them. You can use:

  • Photos of cracks in the walls or a leaky roof.
  • Notes from workers showing how much it costs to fix things.
  • A paper showing what you paid for the house if you bought it recently.

Bring four copies of your proof to your meeting so everyone can see it.

What Happens at the Meetings

After you file, you will have two meetings. One is a simple talk. The other is a more serious meeting.

The First Meeting

This is a simple talk with a person from the county. You show them your photos and proof. They might offer to lower your value right then! If you like the offer, you sign it and you are done. If you don't like it, you can go to the next meeting.

Many people also use the online system to settle without leaving home. The county settles many protests this way every year.

The Big Meeting (ARB)

If you don't agree at the first meeting, you go to the ARB. This is a group of three people who do not work for the county. They are like a jury.

  • The Clock: You only have 15 minutes. Be fast!
  • The Process: You and the county person both show your proof. You must tell the truth.
  • The Decision: The group will decide the value right there. You will get a letter with the final answer later.

How to Lower Your Tax Bill Even More

A protest lowers your home's value. But there are other ways to lower your taxes too. These are called exemptions. They are like coupons for your taxes.

The most common one is the Homestead Tax Break. It does two things:

  1. It lowers the value of your home before taxes are figured out.
  2. It says your value can only go up 10% each year. This protects you if prices go up very fast.

You can ask for this at the tax office.

Special help for seniors and others

If you are over 65 or have a disability, you get more help:

  • Over-65 Tax Break: This can stop your school taxes from ever going up.
  • Disabled Veterans: You could save a lot of money. Some veterans pay no property tax at all.
  • Paying Later: Some people can wait to pay their taxes until the home is sold.

Common Questions

What is the difference between market and appraised value?

Market value is what someone would pay to buy your house today. Appraised value is the number the county uses to figure out your taxes. If you have a tax break, the appraised value might be lower than the market value.

Can I protest every year?

Yes! And you should. The county changes values every year. Even if you won last year, they might raise the value again. Protesting every year is the best way to keep your taxes low.

What if I miss the May 15 date?

Usually, you lose your chance to protest for that year. It is very hard to fix this if you are late. Make sure to mark your calendar for next year!
